Forex rules in Finland
Brokers need MiFID II authorisation from an EEA regulator; firms authorised elsewhere in the EEA may serve residents under the European passport. In Finland retail forex is traded as CFDs. Since 2019 the FIN-FSA has limited how CFDs can be sold to retail clients, along the same lines as the EU-wide rules.

Forex in Finland: what to know
Of the 25 forex brokers on this list, 21 serve Finland from a CySEC licence in Cyprus (FxPro, Capital.com, FOREX.com and 18 more), 2 serve Finland from a CBI licence in Ireland (Interactive Brokers and AvaTrade), 1 serves Finland from a MFSA licence in Malta (Deriv) and 1 serves Finland from a CMVM licence in Portugal (Trade Nation).
ESMA's product intervention measures cap retail CFD leverage at 30:1 on major currency pairs, down to 2:1 on cryptocurrencies. In Finland, FIN-FSA applies them through its own product-intervention rules. The 4 that publish the regulator-required loss figure report that 55% (Swissquote) to 75% (XM) of retail CFD accounts lose money; the median is 73%.
Advertised all-in EUR/USD costs on this list run from 0.1 pips (Deriv) to 1.5 pips (Orbex) across the 13 that publish one.
What to check before you open an account in Finland
- Search the company name on the FIN-FSA register (finanssivalvonta.fi); for a firm licensed elsewhere, on its home regulator's register too (CySEC, CBI and MFSA for most of this list).
- Check which company your contract is with. FxPro, for example, onboards residents of Finland through FXPRO Financial Services Ltd (CySEC licence 078/07), and the name on the account-opening documents should match the list.
- Look for the percentage-of-accounts-that-lose-money warning on the broker's site. A firm marketing CFDs to residents of Finland without it is probably not using its regulated entity.
Is forex trading legal in Finland?
Yes, with a licensed provider.

What is the best forex broker in Finland?
By Coinish Score, FxPro (71/100, Editor Rating 3.9/5), through FXPRO Financial Services Ltd (CySEC licence 078/07). Capital.com (69) and FOREX.com (68) follow. The score rates the company that would serve you in Finland, so the same brand can rank differently in another country.
What leverage limits apply to forex in Finland?
The same ones the EU set in 2018: 30:1 on major currency pairs, and 20:1 on other pairs, gold and the major stock indices. ESMA's EU-wide version ran out on 31 July 2019, so the FIN-FSA wrote an equivalent restriction into Finnish law.
All 25 brokers here are licensed elsewhere in the EU, and they have to apply those limits to Finnish retail clients.

Can a forex broker licensed in another EU country serve you in Finland?
Yes. A firm authorised under MiFID II in one EEA country can serve residents of the others once its home regulator has notified them. All 25 on this list reach Finland that way, most from Cyprus (21), Ireland (2) and Malta (1).
The home regulator supervises the firm and its compensation scheme applies, while FIN-FSA can still set conduct rules for clients in Finland.
Is your money protected if a forex broker fails?
If a broker fails, the compensation scheme of the regulator that licenses it applies, not one chosen by where you live. For this list: Investor Compensation Fund (Cyprus): 90% of covered claims, up to €20,000 for clients of CySEC-licensed investment firms (21 on this list); Investor Compensation Company (ICCL): 90% of the loss, up to €20,000 per investor for clients of CBI-licensed investment firms (2 on this list); Investor Compensation Scheme (Malta): 90% of the net loss, up to €20,000 for clients of MFSA-licensed investment firms (1 on this list); Sistema de Indemnização aos Investidores (SII): up to €25,000 per investor for clients of CMVM-licensed investment firms (1 on this list). Compensation covers missing client money and assets after a firm's failure, never trading losses.
