CFDs rules in Finland

Local licence required

Brokers need MiFID II authorisation from an EEA regulator; firms authorised elsewhere in the EEA may serve residents under the European passport. Since 2019 the FIN-FSA has limited how CFDs can be sold to retail clients, along the same lines as the EU-wide rules.

Regulator sources (2)
  • “the Financial Supervisory Authority (FIN-FSA) has decided to restrict the marketing, distribution and sales of contracts for differences to retail clients”

    finanssivalvonta.fi · Oct 29, 2026

  • “an investment firm authorised in one EEA member state may engage in activities within the scope of its authorisation in the entire EEA area either by establishing a branch or providing services across the border”

How this ranking works

Ranked by Coinish Score: half the Editor Rating for the entity that serves residents of Finland, half Market Signal. Brokers without enough verified data for a rating are placed by Market Signal and labelled; brokers with neither are listed last. How we rate

CFDs in Finland: what to know

Of the 27 CFD brokers on this list, 23 serve Finland from a CySEC licence in Cyprus (eToro, FxPro, Capital.com and 20 more), 2 serve Finland from a CBI licence in Ireland (Interactive Brokers and AvaTrade), 1 serves Finland from a MFSA licence in Malta (Deriv) and 1 serves Finland from a CMVM licence in Portugal (Trade Nation).

ESMA's product intervention measures cap retail CFD leverage at 30:1 on major currency pairs, down to 2:1 on cryptocurrencies. In Finland, FIN-FSA applies them through its own product-intervention rules. The 5 that publish the regulator-required loss figure report that 51% (eToro) to 75% (XM) of retail CFD accounts lose money; the median is 73%.

Advertised all-in EUR/USD costs on this list run from 0.1 pips (Deriv) to 1.5 pips (Orbex) across the 13 that publish one.

What to check before you open an account in Finland

  • Search the company name on the FIN-FSA register (finanssivalvonta.fi); for a firm licensed elsewhere, on its home regulator's register too (CySEC, CBI and MFSA for most of this list).
  • Check which company your contract is with. eToro, for example, onboards residents of Finland through eToro (Europe) Ltd (CySEC licence 109/10), and the name on the account-opening documents should match the list.
  • Look for the percentage-of-accounts-that-lose-money warning on the broker's site. A firm marketing CFDs to residents of Finland without it is probably not using its regulated entity.

Is CFD trading legal in Finland?

Yes, with a licensed provider. Brokers need MiFID II authorisation from an EEA regulator; firms authorised elsewhere in the EEA may serve residents under the European passport. Since 2019 the FIN-FSA has limited how CFDs can be sold to retail clients, along the same lines as the EU-wide rules.

What is the best CFD broker in Finland?

By Coinish Score, eToro (72/100, Editor Rating 3.7/5), through eToro (Europe) Ltd (CySEC licence 109/10). FxPro (71) and Capital.com (69) follow. The score rates the company that would serve you in Finland, so the same brand can rank differently in another country.

Is Finland's CFD restriction its own rule?

Yes. The FIN-FSA used its own product-intervention power under Article 42 of MiFIR to restrict how CFDs are marketed, distributed and sold to retail clients (decision FIVA 6/02.05.21/2019). That way the limits didn't depend on ESMA's temporary measures. Notice of the decision was published in the Official Gazette and in Helsingin Sanomat and Hufvudstadsbladet on 28 June 2019.

All 27 CFD brokers here have to follow it with Finnish retail clients.

Can a CFD broker licensed in another EU country serve you in Finland?

Yes. A firm authorised under MiFID II in one EEA country can serve residents of the others once its home regulator has notified them. All 27 on this list reach Finland that way, most from Cyprus (23), Ireland (2) and Malta (1).

The home regulator supervises the firm and its compensation scheme applies, while FIN-FSA can still set conduct rules for clients in Finland.

Is your money protected if a CFD broker fails?

If a broker fails, the compensation scheme of the regulator that licenses it applies, not one chosen by where you live. For this list: Investor Compensation Fund (Cyprus): 90% of covered claims, up to €20,000 for clients of CySEC-licensed investment firms (23 on this list); Investor Compensation Company (ICCL): 90% of the loss, up to €20,000 per investor for clients of CBI-licensed investment firms (2 on this list); Investor Compensation Scheme (Malta): 90% of the net loss, up to €20,000 for clients of MFSA-licensed investment firms (1 on this list); Sistema de Indemnização aos Investidores (SII): up to €25,000 per investor for clients of CMVM-licensed investment firms (1 on this list). Compensation covers missing client money and assets after a firm's failure, never trading losses.
